For the "Level of Education" in the "CRS" and the "Ministerial Instructions respecting the Express Entry system" websites it says one-year program. So, does an 8 month college certificate meet that requirement?

Also, if I worked for 20 hrs for 32 weeks part-time and then switched to full-time (at the same job) for 31 weeks. Does that too meet the work experience required for FSWP?

Is this for EE-FSW? If so what does your ECA state if not Canadian education? Part time work is half of that so 16 weeks plus 31 weeks totals only 47 weeks which is not a year. You need at least one year (52 weeks) continuous skilled experience.

It’s an 8 month Canadian college certificate. So, does it meet the required level of education for EE or FSW?

For the work experience, if you calculate the hours worked it’s 1560 hours. So, why is part-time only half of it?

You can count Canadian education with a study permit preferably a DLI. You need one year of experience. 24 months part time is equivalent to 12 months full time. So your 32 weeks part time is equivalent to 16 weeks full time.

Most likely yes. To get a study permit you need to show education and career progression (higher pay and better job in your home country).
