Explanation letter for police certificate

Please check out my case. Need help.

CIC required me a police certificate of a country, Vietnam that I lived for 11 months but not consecutively maximum stay was for 4 months. Would CIC approve when I explain as below? Any advice would be appreciated.

According to Vietnamese procedure, I cannot apply for the document because I didn't get residence card when I lived. In order to apply, one should have residence card or needs to prove he or she lived in the country, more exactly the city at designated police office with some other kinds of documents such as housing contract, phone bill, monthly rent fee receipts named by one. However, when I stayed, my company admin officer didn't get residence cards for anyone, none of documents named by me neither. For now I am not able to get police certificate.

Furthermore, I haven't lived in Vietnam consecutively for 6 months, total duration is about 11 months but it is consist of 5 times field trips of maximum duration for 4 months. According to CIC website, it is needed for duration in a row. As I quote, " You must get one from each country or territory where you have lived for six or more months in a row since the age of 18." Technically, My stay in Vietnam is not the subject to submission police certificate.

Guys, again, would I be passed if I submit an explanation letter mentioning above?
Any advice would be appreciated.
