Actually; I don not know how to write explanation letter that explain I am going to retake the exam and provide them the result.

Please I need opinion; helps and suggestion.

Just let them know, that you have attached the receipt for the IELTS exam in a letter.

Does anyone know if they accept this or not?

If you send them the old IELTS, they will probably use that score. Is that score enough for you?

They might. It depends on the visa officer. If you send them complete documents within 120 days, they have the right to use those documents. They do not have to wait for additional documents you might want to add like a new IELTS.

Then again, if you do not send complete documents within 120 days, they have the right to close your application. So is the score you have now enough to get you 67 points total?

Your best chance is to send the receipt with an explanation letter. Why don't you write the explanation letter and perhaps someone will correct it. If someone else writes the explanation letter, then they are writing what they is your situation, rather than your actual situation. If you write out a basic letter on what you would like to say to them, I am sure someone with good English will correct it for you.

Actually; I read in same topic that if I send my full document to Visa office they will back my money??/

This post from visaexpert:
(((If you have sent the full documents and visa office process your file to know your work experience/ education/ family background etc... and reject your case on later stage, You will not get any refund in that case.

If you have not sent full documents, you can ask for refund your application fees.))

Yes he is right, if they reject at a late stage, you wont' get any refund.
However, if they reject at an earlier stage (despite full documentation), you should get your money back.

You should read Op6. search for op6 cic on google and read that pdf file. It talks about when one can get refund back.
