I became a Permanent Resident of Canada in 2011 but I didn't live in Canada since my father worked outside of Canada and I was a minor at that time and I was a Minor when my Card expired in 2016. I'm currently a Major and I'm trying to go to a University in Canada for 2018/19 but I don't know if I can go to college as a Permanent Resident because I have not meet my Residency Obligation and have not applied for a renewal with in nine months. I want to know if I can still apply for a renewal since I have not met the RO and the eligibility for a renewal according to this information on this page:

If you don't meet the Residency Obligation requirements, attempting to renew your PR card would be extremely foolish. It's a very quick way to have your residency examined and when you are found to not be in compliance, have your PR status revoked (after due process).

Are you even in Canada at the moment? If not, how do you plan to return?
 
You'll have to apply for PRTD under H&C stating you wee removed as a minoring see I you are approved.

So If my PRTD gets approved I can start living in Canada, and renew my PR Card? And can I attend college as a PR even though I have not met my Residency Obligation?

Most likely, yes. Depends on how old you are, I think. The younger you are the better!

I'm 19 but I'll turn 20 in few days. You think this is still a good age for me to try?
I THINK so, from what I have seen around the forum.
The idea is, basically, the sooner after the former child PR becomes an adult (18 years of age) they try and claim H&C to retain their PR, the better.
You might want to consult with a reputable immigration lawyer to guarantee the process goes smoothly :)
