My passport got expired and was not renewed until now - can I send the copy of the biographical page of the expired passport as one of the identification document they request in the citizenship application?

Provide photocopies of the biographical pages of all passports and/or travel documents (valid and cancelled) for the relevant four (4) year period immediately preceding the date of your application. Also, provide photocopies of any renewal pages of the passport(s)/travel document(s).
I think you also need to provide photocopies of passports held in past 4 years those were expired.

Also if the passport was not renewed within last 4 years and does not cover the past 4 years then write a cover note explaining that the passport was never renewed. If you don't do that then cic will send your application back to you and will ask you for passports held in past 4 years. Its better to write a cover note explaining the situation.

I think expired passport can't be used as a identification document. If you are still in doubt, please wait for others to reply or call cic call centre at 1-888-242-2100
 
Attach it and add a letter of explanation saying that you did not renew it. Make sure you add all expired passports that were valid in the last 4 years.

expired passport can't be used as an identification document for sure, as per CIC agents
