My brother landed in Canada in 1998 and then went back to home. Due to family circumstances, specifically, taking care of my aging grand father, grand mother and terminally ill brother (on dialysis four times a week for over 14 years now) - this precluded him from returning to Canada. Recently, he applied for vistors' visa and was rejected suggesting he's permanent resident of Canada.

Any thoughts if he has any chance of getting back status in Canada ? considering we have strong compassionate grounds.

Besides your thoughts on above and any suggestion on next steps would be welcomed.

Your question is confused. An "expired landing paper" is not the same as "not having met the residency obligation requirements".
If you mean the latter, he will need to apply for a PR Travel Document. http://www.cic.gc.ca/english/information/applications/travel.asp

He has not met the residency requirement since he has left the country since 1998 - now the local visa office will not issue a visitor's visa because they suggested he needs to determine his residency status first. So I'm not sure what's the process because likely he will not meet the residency requirement however we have family grounds to prove why he was unable to meet the residency requirement.

I provided the answer. He will have to apply for a PR Travel Document. With the application, he will have to submit reasons why he was not able to meet them, for H&C consideration.
