It's important to make sure you send a complete application, especially with the pending changes to the citizenship act (though your wife likely has a few months until the implementation of such changes). If you send an incomplete application (and since listening and speaking are the required language skills, there is no way that an application showing only one of those skills would be considered complete), the application will be returned.
The CIC will not hold an incomplete application until you send the required documents. They will reject it. You've got to send everything at once. And double/triple check that it's complete.
For those who will be applying in the upcoming months, I highly recommend going to a settlement agency or citizenship lawyer and having them look over your application for completeness. Given that it usually takes at least 2 months to receive back rejected applications, and it may take more given that there will be a rush of applications in the coming months, you may miss you chance to apply. It would be faster to wait 2-4-6 weeks until you have the full test results and a complete application.
