Experience open work permit at the border?

Hey everyone! I'm wondering if there's anyone around that got an open work permit at the border. The CIC site says the following;

" Eligibility requirements if you apply when you enter Canada
You can ask to be allowed to work in Canada when you enter Canada but only if:

  • you are from a visa-exempt country,
  • you already hold a valid medical certificate, if you need it for your job, or are from a designated country, and either
  • your employer has completed all of the steps for your type of work permit, or
  • you are applying for an open work permit.
If you’re a citizen of an eTA-required country, you’ll need to get an eTA if you plan to fly into Canada. To avoid additional costs, we recommend that you apply for your work permit before you travel to Canada.

Find out what type of work permit you can apply for. If you are applying for an open work permit, leave the employer section of the application blank.
"


But I would like to get some personal experience stories. What happens if you get denied for the work permit? Can you still (re) enter Canada? It's confusing, I got denied for a WHP and I re-applied and got put in the pool again, but if this is an option for me I would like to try it.

Your question is confusing. On what basis are you trying to apply for an open work permit? Do you have a spouse who is in Canada on a study permit? Or a spouse who is in Canada on a work permit and is in a NOC A, B or 0 job? If none of those, which open work permit criteria do you believe you meet? (It's not clear from your original post.)
