I had a query to ask that one my friends has an existing PR which is about to expire in October 2016. However, he hasn't lived in Canada all these years and has just completed his entry formalities. Cud you please advise how could he renew his PR again on Expiry? Does he have to go through the whole Express Entry thing now as he has not lived in Canada post his PR?

Your question is a bit confusing.

I understand that your frnd got his PR card back in Oct 2011 which is now expiring in Oct 2016.

I don't understand how he could be completing his entry formalities now. He must have already done it in 2011 and after that received his PR card. right?

I guess your doubt is more about meeting the residency obligation.
renewing PR card is not same as PR renewal. PR never expires, PR card does. Hence, your frnd does not have to go through Express Entry again.
However, if he has not lived in Canada for required number of days, his PR status may be revoked when he applies for a new PR card.

Your friend cannot apply for PR extension due he hasn't expend 2 years in Canada in the last 5 years.

If your friend have a valid PR card, he can come here before expires (ASAP better).

If he doesn't have a PR card he has to apply for travel documents.

Border officer could ask about how long he was outside Canada, and then make a note about he's not meeting residency requirements that could lead later in a PR status removal, but this will take some time, in the meantime he is allowed to stay in Canada.

Border office could no ask about it, so he'll not a note about residency issues. He has to stay in Canada for 2 year, after that he can apply for PR renewal based 8n the last 2 years in Canada. Until get new PR card he shouldn't left Canada because he cannot return.

Anyways, if your friend wasn't interested in living in Canada for more than 4 years, he really should evaluate if it's worth to come here for 2-3 years, being not allowed to leave the country (he can leave Canada but not come back).

Economy here is not too good, so is better to think seriously about it.
