Exemption travel for my foreign wife.

My family plans to travel to Canada hopefully this summer to visit my parents who we have not seen in 2 years. The question I have is will my foreign wife (Peruvian) who has a tourist visa be exempted from travel restrictions if she travels with me?

If you are a Canadian citizen, she can travel with you. Have 3 day hotel quarantine and 11 day home quarantine planned.
