Excluded Member of Family Class - need Statement of No Intention

Please help. I am sponsoring my same sex partner and we are near the end of the application process, however one of her children (an adult - 21 years old) is estranged from her (he is ashamed of her homosexuality and wants nothing to do with her) refuses to be examined. IRCC has sent us a letter stating we have to prove he is estranged and have requested the following:
"If your child cannot be examined, you must provide a signed statutory declaration outlining the circumstances of your inability to have your child examined. Your declaration must include details of all efforts you have made in order to have your child comply with immigration legislation. This declaration must be administered by a Commissioner for Oaths or Notary Public and must state that you are aware that you cannot sponsor your family member in the future. In addition, provide a “Statement of No Intention” to immigrate to Canada. This statement must be written and signed by your adult child, outlining the circumstances and reasons why they do not want to be included on your application. You must also provide any documentary proof or evidence that may support the statements in the statutory declaration."
IRCC also stated if we do not disabuse them of their concern the application will be refused.
Has anyone had experience with this? Can anyone please help us with what a Statement of No Intention is or states? Any advise is greatly appreciated.

Hi. Thank you for your reply. He won't talk to her, but he does talk to his uncles (my partner's brothers). We have asked them to contact him and ask him to write the letter. We are very worried about this because of IRCC's warning that the application could be refused. IRCC also wants a stat dec from my partner proving she is estranged and providing evidence of this....not sure how to prove it. He is an adult and has not talked to her for over a year. Thanks again.

Hi there, i'm in a similar situation with my spouse's daughter. Though she is not estranged, she has no interest in coming to canada and before she turned 17, her mother refused to provide us with her IDs and refused to allow her to do a medical exam for immigration. She was 17 when we first applied, and we submitted a stat declaration with the application to ask to exclude her. this was in April 2022, and now in Jan 2023 we rec'd the same letter as you, asking for evidence and a statement of no intention from the daugher. Curious if you got approved since? We are so anxious now that they will refuse our application, even with a letter from the daughter saying she has no desire to come to canada. Thank you!
