EU -> CANADA (Work Permit in 2 weeks?)

While I was have interview for company in Montreal, one recruiter told me that Ottawa signed agreement with EU, that will speed up process of Work Permit to just 2 weeks, instead 3-6 months like it was before.

I dont know if this has something to do with CETA agreement and if its only appy to Quebec or to the rest Canada as well. Does anybody have any info on that?

Hmm recruiter said that it was agreement between EU and Canada but I guess this is it.

Starting in 2017 That means that its been already passed since we have already 2017?

I believe some news related to this was released today only. Unfortunately , I am unable to find this information.
