eTA then work/study permit?

Hello,

I have a question about applying for a work or study permit while visiting Canada on an eTA. Is that possible? My girlfriend is Taiwanese and is strongly considering coming to Canada for studying however she wants to visit and make sure it's a good fit first.

Is it possible for her to come to Canada as a visitor and then while in Canada apply for a study or work permit?

Any help would be great.

Study permit, maybe, but it is still recommended to apply for a study permit outside of Canada.
Work permit, only if she finds an employer willing to give her an LMIA, which is no small feat.

She'll be able to qualify though for a post-graduate work permit once she completes at least a year of full-time studies at a recognized post-secondary institution.

The study route might be the most feasible solution if she eventually wants to work there.
