eTA have you previously applied to enter or remain in canada

Hello, my husband has a uk passport. He will be going to Canada to do his landing. In applying for the eTA, one of the questions asks 'have you previously applied to enter or remain in Canada'. I know this may seem obvious but is this answer yes as we applied for spousal visa and he has his copr? Or is the answer no because he hasn't landed yet?
