ETA and expired PR

Hi I wonder if anyone has had a similar experience.

I sponsored my husband for permanent residency in 2009 which his card has now expired. He applied for an ETA on the 5th Of July to travel with me to Toronto 28 Aug. It still says not started in the application status.

I only realized after he applied that he has to renounce his permanent residency but I have not had this information yet from IRCC.

I am not sure if he should go ahead and send the documents to renounce to high commission London now to get it started or wait for an email from IRCC.

Any help greatly appreciated as I am in a panic now but maybe it takes longer for as reply. Everything says 72 hrs and I sent a case specific email over 72 hrs ago too
