Estimated processing times

Hi,

I was just looking at the estimated processing times, which say that the estimates are based on CIC receiving a complete package. So is that starting from when we receive AOR or when the package arrives at CIC?

IMHO, I would count that from AOR from CIO-NS. CIO does the first 'evaluation' (complete application) before the file transfer to the VO that would be best suited to process the application. Also, the AOR from CIO-NS is the first official correspondence from a CIC agency in the application processing chain - so it would be logically the start of processing.
