ermanent Residence - confusing statutory questions

Hi there,

I was hoping someone can shed some light on this matter.

I received an invitation to apply for PR, and have since then started filling out the required forms on the CIC Web Portal.

There is some confusion though... Under the Statutory Questions section there are 2 questions that are VERY similar - ideally I don't want to say 'yes' to both of them as it feels like this red flags my application more than it should Sad

I went to visit Canada last year. I've been denied my first Temporary Resident Visa application due to me providing too little supporting documentation. I re-applied shortly there after with the missing documents and received the Temporary Resident Visa the second time.

The reason I'm confused is due to these questions:

The first question reads:
Has xxxxxxx been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

I selected YES and provided the reason for denial of Temp Res Visa.

The second question reads:
Has xxxxxxx ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?:
Ideally I don't want to select YES here again as I have already declared this in the previous question? Am I just reading the question wrong or must I again select YES here?

Sorry for the weird question, these types of things bother me Smiley

No matter how bad it sound, you do need to answer truthfully

Answer yes and explain it the situation in the given box, or write letter of explanation.

Normally its only cases like immigration fraud, misrepresentation and criminal offenses that makes you inadmissible. Just not providing document doesn't sound like enough ground to refuse you, but that is for CIC officers to decide
