Entry to Canada for immediate family members

I am a returning international student who is traveling back to Canada soon. I want my wife (OWP) and kids (visitors) to accompany me for the first time. They have valid visas and got their travel authorization letters. Will they be able to travel with me and enter Canada given the updated travel restrictions in https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/students.html?

Hard to say as only one family member is allowed to travel with an international student. But you may be allowed.

Yes, the single-family member update was introduced only the last week however my wife and kids got their travel restriction exemption letters before that so I was wondering if they are exempted from this update. The problem that they did not set an effective date for such an update while I arranged almost everything for travel. Any other cases were denied entry for similar reasons during Covid?
