Entering without LOI

Hi,

I've been searching the net for an answer but can't find really what im looking for , so hopefully somebody here can help me :).

I booked a one-way ticket to Canada, leaving on the 31st of March. Upcoming wednesday (5th of February) I can apply for a WHP in my country. Problem is that it could be possible that i receive my letter of introduction -which I need at the port of entry- on a later date than my plane leaves (so possibly after the 31st). I don't really think that it is likely as most people receive them within just a few weeks. But lets say that I receive the letter of introduction later than my flight and i show up without this letter, will this cause me problems or can i just enter as a tourist?

1. There is a good chance that the airline will not board you with a one-way ticket as they would be responsible to return you if you are refused admission.
2. One-way ticket, no LOI, looking for work, good chance to be refused.
