My sister-in-law will be arriving in Canada on a study permit. Her university is in Halifax, NS. Before she heads there, she wants to stay in Toronto for a few days to spend some time with her sister. If her first port of entry is Toronto, instead of Halifax, can she be denied entry? Her plan is to arrive on August 6th in Toronto and the leave for Halifax on August 20th to begin her studies.
