Entering on eTA, changing to work permit

Can one enter Canada with an eTA, and once there look for a job, arrange the process with the employer and apply to changing on to a legal work permit? Or does this have to be done from outside?

1. The application has to be "done outside" or you can obtain the work permit at border, if you are eligible.
