entering on a landing paper after 10 years?

I have a similar question. my friend had applied for their immigration 10 years back with her family and upon arrival they applied for their PR and health card. stayed there for a a few weeks but unfortunately due to some emergency they had to return back to their country. Now the problem is they want to visit canada but when they apply for a visa it gets denied. so the question is weather they can enter canada on their landing paper through the border considering they never recieved or collected their PR card to begin with?

They can attempt to enter Canada on their landing papers. They cannot fly into Canada directly. They will have to fly to the US and then enter Canada via a US/Canada land border using a private vehicle. It's possible they may be reported at the border for failing to meet the residency requirement - in which case they will be told to appear at a hearing to argue why they should be allowed to keep their status. If they are ordered to appear at such a hearing, they should expect to lose their PR status and be then ordered to leave Canada.

If they simply want to visit Canada, they would be better off officially giving up their PR status and then applying for a visitor visa again.
