Entering Canada on visit Visa

Hello. My uncle is a Canadian citizen. Under current travel rules and regulations, if my uncle signs the relationship document, I think the form is IMM 0006, can I enter into canada as a visitor?

It doesn't mention uncle anywhere. That is why I am not sure. But it does mention half sibling. Does my cousin count as half sibling?

A cousin is not a half sibling. A half sibling is a brother or sister. At this time you don’t meet the definition of extended family.
