Entering Canada for Holders of Expired PR Cards

My parents received PR status in Canada in May 2006. Since then they have completed not more than two weeks in Canada. Their PR cards are expired and they now wish to re-enter Canada with no intention of staying longer than a week or two.

Should they apply for a TD or simply relinquish PR status and apply for a visit visa?

They will not get a TD if they are so far from meeting the residency requirements so it is probably simpler to admit to it, relinquish their PR and apply for a TRV.
