PR but I dont live in Canada. I am debating if I want to move there for a few years to fulfil my RO and then apply for Citizenship.
So just to make sure I understand this correctly, it does not matter what passport I use to enter in Canada. If I use my US passport to enter and then stay for 2 years, I can apply for PR card showing I meet RO and if I stay for another year, I can apply for citizenship? Is that right?
Based on your previous posts, I think you are currently not meeting the RO. It's very likely that you'll be reported when you cross the border and lose your PR.
Having said that if you don't get reported, you can stay for 2 years to get a new PR card and wait another year to for citizenship. Just make sure to give a few weeks of extra room to be safe when applying.

Yes, that is correct, as long as you are not reported at the border when you enter Canada for failing to meet the residency obligation. If you are reported by CBSA, that will change the situation.
It appears that your file was already flagged for not being compliant with RO so chances of being reported are higher than normal. If you have not been living in Canada your health card is no longer valid even if it is not expired since you need to meet the residency obligation to qualify for healthcare in that province and also have a valid health card to qualify forpublic healthcare. You will need to reapply for a new health card if you return to Canada. In some provinces you need a valid health card to apply fora new health card.
