have completed my bsc it from mumbai university and had kt in last semester because of which i gad a gap of 2 years. now i'm trying to do PG Diploma related to my field in canada but my counsellor said because of D grade which 40-49.99% my chances of visa getting rejected are high. I want to know if i can still somehow get admission to canadian college on this basis and no work experience.?

Regardless of your grade have you aproached any colleges directly for the course you have in mind. Colleges all have different acceptance criteria depending on which course.

Once you find a course / college getting a study permit is the next challenge but no point worrying about that step in the process if you cannot get an offer in first place and as said there are so many colleges you need to ask around and not get discouraged.
