FIFO Methodology refers to First-In-First-Out, It's known universally as an Accounting & Inventory Management approach.
While it should be straight forward and follow a simple logic, IRCC decided otherwise ; to adopt a ''Cherry picking FIFO''.... ( Paper over Electronic applications & Recent over Old applicants ≥ 2 years ) ; IRCC internal notes are circulating in the net including this forum.
This system isn't only unfair towards current applicants but it's it will cause an overflow of the Citizenship systems as the trend shows that more applicant are withdrawing their Online application and re-applying by Paper ( Simply counterproductive..)
I'm wondering if IRCC is targeting short term objectives Vs Mid-long terms .... ( by simply seeking to ''protect'' the target Processing Time)..
