I received my high school diploma from my non-english speaking country before I arrived in Canada but I took six courses in high school in Canada including English 11 and English 12 and I passed them with high grades (>85). I also have been studying engineering for two years in University and I received my diploma in engineering. I was wondering if I still have to take an English Test or not..

if you have a high school diploma in Canada you are fine. Just use that as evidence

That's the thing, I don't. What I do have is a transcript for my grades in 6 high school courses I took (including english courses), a high school diploma from my non-english speaking country and an engineering diploma from University.

CIC website does indicate that transcript can be used from schools
This is right off the government's website (CIC).

"Step 1: Have you completed a secondary or post-secondary program, in French or in English, in Canada or abroad?

If yes, send a copy of your diploma, certificate or transcript that shows you completed the program."

"Note: You must have successfully finished a secondary or post-secondary program in English or French. A single course done in English or French does not meet the requirement. The diploma, certificate or transcript should be in English or French. If it is not in English or French, you must also send a certified English or French translation of the document. It should clearly show that the program was completed with English or French as the language of instruction."

IF THAT DOES NOT APPLY THEN:

"Step 2: Did you immigrate to Canada through a federal immigration program requiring a third-party test result for language ability? (e.g. Federal Skilled Workers, Canadian Experience Class)

If yes: Were the tests and results the following:

Canadian English Language Proficiency Index Program General Test (CELPIP-G), not the academic version.
For tests taken after April 1, 2014, you must have achieved a score of 4 or higher (up to 12) in listening and speaking.
For tests taken before April 1, 2014, you must have achieved a score of 2H or higher (i.e., 3L, 3H, 4L, 4H, 5L, or 5H) in listening and speaking.
International English Language Testing System (IELTS), general training and not the academic version. You must have achieved:
4.0 or higher in speaking, and
4.5 or higher in listening. (If the test was done before November 28, 2008, we will accept a 4 or higher.)
Test d’Évaluation de Français (TEF) (French only). We will accept either:
After July 1, 2012, you must have achieved a score of :
B1 or higher (B2, C1 or C2) in listening; and
B1 or higher (B2, C1 or C2) in speaking.
Before July 1, 2012, you must have achieved a score of:
Level 3 or higher (4, 5 or 6) in listening; and
Level 3 or higher (4, 5 or 6) in speaking.

If so, send a copy of your test results with your citizenship application, even if the results have expired.

If you have lost or need a copy of your results, contact the test provider. Do not contact CIC."

unless you have finished your study, you can not use it as the proof of language.
You see it takes two years in University to get an Engineering diploma and another two years to get the bachelor degree. Now I have finished my first two years of study which means I've got my diploma already so Im thinking I might be able to use that.
