English student in USA and returning to home country

Hi!

I have a friend who is studying English here in USA under an F-1 visa (student) and wants to apply for a study permit to continue her English education there for about 8 months starting on September.

She is returning to her home country on late June, and we were wondering what would be better for her. To apply for the study permit here in the US, or do it after she be back to her home country.

I really appreciate your help, she is under pressure because the deadlines are so much tight!

"There" means where? In USA? Or Canada?

What are her reasons to switch countries?
Let her apply online then it does not matter where she applies from : USA or home country. Just provide VO in SOP why she wants to switch countries.

Yes... there means Canada, she prefers to apply in the US because she wouldn't have enough time to apply from her home country.

What do you think she must include in her SOP? She has some relatives in Calgary but she isn't sure to say that in her SOP.

She is also planning to say that she is going to continue her postsecondary studies (master program), and in Canada they are more affordable.

Furthermore, the living expenses are also lower there.
