English proficiency test for PR with PNP-phd stream

Hi, could any one confirm with me that if I need an English proficiency test for my PR application.
I didn't need to have one to obtain my PNP certificate. Will I be able to bypass this time/money wasting test?
Is anyone in the similar situation?
Does anyone have successful apply the PR (or on the track) without providing the English test?

For those who might be interested in this.
I called my PNP office (Ontario) and confirmed that I don't need a language proficiency test result.
