English Language Proof - India and US degree

Hello All,
We are about couple of months away from sending our citizenship application.
And I have questions about providing English language proof that CIC asks for.
So as far as education, I and my wife have completed:

Bachelors degree : India
Masters degree : US

1. Will this be enough proof of our English proficiency?

2. Should we send certified attested copies of our degree or regular photocopy is fine?

3. Should we be taking the IELTS?

4. What is meant by official transcripts? - Does it mean in a sealed envelope from the university?

Any other advice on this will be very helpful

1. Yes, but it depends upon the officer whether he accepts it or not. I suppose US degree would be fine. For Indian degree, get a letter form your university that the language of instruction was in english. I saw someone in this forum stating that his USA transcripts were denied as language proof without specifying a reason

2. Regular photocopy.

3. Its sure shot method of english language proficiency. So if you do IELTS then it would be perfectly fine. Do IELTS general not academic

4. Yes. Either send transcripts or copy of degree as per instruction guide:

I was reading your old posts and I was just wondering that if you have done your education in india and in usa, then why did not you attach that as language proof?
What was the reason for submitting CELPIP?
