My wife application status says that the language skills is "in progress"

when applying we just put that she has proof. The proof we have is that she attended a 4 year bachelor degree at an english school and also went to a year program here in canada at a community college. when and how do we need to submit this (I dont recall if we sent a copy of her transcript or not)?

right now her status is "in progress" for Language Skills, Physical Presence and Prohibitions. She passed the test already and it got updated to "completed"

how close is she to the end of this process?

When I applied I 9ncluded a copy of my degree from a university in an English speaking country. I supplied it at the time of applying. You could have done that too. So you either wait until they ask for it, or send it via email/web form.

If she gets an interview, then "Language Skills, Physical Presence and Prohibitions" will be set to "Complete" AFTER the interview is done (usually in a couple of days). If she doesn't get an interview, then these statuses will be set to "Completed" before the "Citizenship Ceremony" is set to "In Progress".

You must have included a copy of diploma/transcripts along with the application; Otherwise, the application would have been returned as incomplete for lack of language proof. So, AFAIK, she is in the clear.
