English as Second Language training to prepare for College study

Hello, Looking for advice.
1. My relative is an international student in Japan wishing to come to Canada to study English and attending College thereafter. Does he need to return to his native country to apply for a study permit or can he apply while living in Japan?
2. Could you recommend a few colleges in the GTA that offer ESL program please.

1. He can apply from Japan, but might have better chances applying from his home country as he has stronger home ties there.

These three colleges are offering ESLs:

• Centennial College
• Durham College
• George Brown

I’m sure other GTA colleges are offering ESL too, but I’m only familiar with these three.
