Employment reference questions

Hi,
My wife worked in a company that is rejecting to give reference letter to include in post ITA document process.. What should we do ...any ideas.

Is she the primary applicant? Is this foreign or Canadian work experience? Is this relevant to her eligibility or CRS? More info plz.
