Hi Everyone,

I am planning to apply PR on May 2013. However my employer will not provide me the reference letter. My Closed work permit expires on Sep 1st 2013 and now i have applied for my WP extension. I had received one reference letter during my WP application process. In that i have Employer letter head, Contact details, My Duties, NOC Code, dated as Jan 2012. Is there any possible way to submit my application?

The reference letter for CEC application has to be very recent. This is a NO NO! I would highly recommend you to get a recent letter of reference from your employer and apply for CEC. Well, if you say there is no way that you can provide a reference letter then alternatively you can submit your pay stubs for the entire period (including the NOTICE OF ASSESSMENTS FOR THOSE YEARS) and attach a cover letter explaining your duties and responsibilities and the reason why you weren't able obtain a letter of reference. This is what I would do.. but again CEC has been scrutinizing these letter of references inside out so I would try to obtain a letter of reference FIRST and then my LAST option will be to do what I described above.
 
I am having paystubs starting from march to till date. I can attach that as well. i can attach a letter stating that as due to company policies my employer will not provide me the reference letter. So i am attaching the pay stubs during my employment and writing this letter. will this help?

you should understand that there is difference betn - employer 'will not provide' reference letter and 'did not provide' reference letter. CIC will not buy your assumptions. They want the actual case. Write to your employer, get the refusal in writing (letter / email). Attach a print out of the same with an explanation letter. Also draft and attach your duties and responsibilities in a separate sheet.
Old Ref. letter not acceptable. It should be recent and evidence your skilled exp. that you have claimed in the application (cover the period).
 
Pay stub states the salary your earned but does not evidence your duties and responsibilities. Take out some time to read through rejections on this forum. Reference letter has been the main target in most of the cases.
