employment reference letter

Can anyone tell me if it would be ok to send an otherwise complete reference letter addressed to someone else to the Buffalo consulate? I did not want to tell my employer the real reason I needed the letter, and he refused to write it to "whom it may concern". I have already received an IA, and submitting this letter along with medicals and police reports.

just be honest and tell your employer y u need it for .
or contact someone from the hr to do it for you.

There is a provision in the instructions that allows you explain why you cannot provide an employer reference letter. Simply explain it to CIC that in your unique case getting a letter from your employer may jeopardise your current employment (but make sure you have your contract or appointment letter attached) and send it in. In your argument, note that since the PR is not guranteed you would prefer not to put your livelihood at risk. They are much more reasonable than people perceive and I am sure they will accept this ..goodluck

I did not submit any reference letter from my employer. I only sent my job offer letter and an employment verification letter stating that I am still working for the company. I also sent CIC an explanation stating that I cannot give a reference letter from my current employer since it will jeopardize my current job.
