Employment Letters of Reference: Who to address to?

Hi

I've just been trying to pull together my employment references and HR at one of my previous companies has asked who the reference letter should be addressed to. I can't find anything out there on this. I'm just thinking it will be addressed to the Canadian Consulate General at Buffalo, but not 100% sure. Any guidance appreciated..
