I am eligible for opportunity stream and tech pathway for Alberta immigration program,have all the documents required but employer refusing to provide employment declaration form which is mandatory, what should be done in that case any alternative for this situation

There is no alternative. You are not eligible. Employer is under no obligation to sign and support your nomination. If employer doesn’t sign then those pathways are not available to you.
