Employer Reference Letter

Does the Employer Reference Letter have to be from HR or can my Manager actually write it? Anyone experienced this?

CIC guidelines clearly state that the reference letter can be signed off either by the concerned authority or the personnel officer. It can be signed off by your Manager, just ensure to attach their business card along with the reference letter.
