Hi friends, need your assistance. I am a software engineer working in a big MNC. For OINP (Ontario Immigrant Nominee Program) stream, I need an employer form, but my HR is saying that it's against company policy. I just want to know if my manager can help in this matter. Can HR sign the employer form if my manager asks them to?

Company is under no obligation to sign it. Most MNCs, like banks, will not support PNP nominations, and will not bend the rules for one person. If it is against policy it is against policy. HR makes the decision and manager, even if asks, will have no authority to force HR to sign it. MNCs don’t like to provide confidential information if OINP requires further tax and recruitment practices.

Unfortunately this means the OINP program is not an option for you. Your manager cannot help in this matter if it's against HR policy.

Pursue applying for PR under Express Entry instead.
