Employer compliance fee

Hi,

I got an offer for unpaid internship in Canada but no LMIA. I submitted work permit application under International Mobility Program. Now IRCC requests employer compliance fee. How the employer pays this fee? Is there any LMIA related process involved in this? What are the requirements the employer must have for this compliance?
