just want to ask something i have a friend here and has a restaurant business he want to hire a foreign worker he is willing to do all the paper works the first thing to do is to apply for LMO but the problem is he dont have employers id where can he apply or they can give them afterwards?

In order for the employer to hire a foreign worker, that employer has to showed intentions to hire local residents first, and if after doing all the adverstisement of an intent to hire someone locally without success of finding the right candidate then he/she can go ahead and apply for an LMO for the foreign worker.
