Emirates ID and Fingerprints Legalized in the US

Hi everyone,

New here, apologies if these question has been posted before. I could not find the answer hence posting it.

Background: I'm from India and planning to apply for Express Entry. Currently, I work in the United States. Also, I used to study in Dubai (2006 - 2011). During that time I was never issued an Emirates ID.

Q1: I have to get Certificate of Good Conduct from Dubai Police. For that I have to get my fingerprint card authenticated by the US State Department Authentication Division. My question is which card do I have to send to the US State Department Authentication Division and what is the procedure? Has anyone done this, what was your experience?

Q2) For the the Certificate of Good Conduct, it mentioned that I have to submit a copy of my Emirates ID. But I was never issued one by the government at that time. What should I do?

Please let me know. Any advice regarding the above will be helpful.

I can't answer question 1.

For question 2, please note that when you fill the online application from dubaipolice.gov.ae , you are asked whether you have Emirates ID or not. You will say no to that, if you are 100% sure that you have never had your Emirates ID, and therefore, given fingerprints when you were in UAE. After you submit your application, you will need to send the UAE Embassy attested fingerprints to their address.
