Emergency travel during inland application process

That's absolutely no problem. She could even put down a Canadian address for her address, if she wishes. She can be in Canada when she files, and she can stay in Canada while she waits for the results. (Of course, she needs to apply to extend her stay if she wishes to stay longer than 6 months.)

Yup, my husband was in Canada the entire time his outland application was processing, just make sure your wife applies to extend her visit once she's nearing the time her 6 months runs out.

yep. note that the medical can be done IN canada (and it's far cheaper), and the FBI record can be mailed to canada.
