There's no way to expedite processing. Your mom can only request for an early decision but that's about it.

That said, your mom would not want to mention she wants to take care of your brother as it could be construed as working illegally/taking away employment from a Canadian citizen/PR

Gathering the required documents and fingerprints will take long time, so you should consider that as well and never mention the story of helping your brother, because that would result in automatic refusal.
