Hello!

Me and my fiancee had an emergency so we went to the ER. Fortunately, it was all OK, and since we did not have health insurance, we got charged $560+more bills to come (EKG, CAT scan, etc), probably another $500 or so.

We are in the process of getting our PRs, we received our passports today (3 days after the incident)

Does anyone have any tips on how we could use this to waive these fees?

You cannot waive those fees because the medical emergency happened before you got your health cards. You should have purchased some kind of private health insurance.

Not sure what you think getting a passport has to do with having health coverage.
There is no chance to waive the fees no matter when you may get PR status. If the whole thing only comes to $1000, consider yourself lucky it wasn't much more than that.

Even a Canadian who had been living outside of the country would have to pay this. Medical is only for current residents of Canada. If you were in a different province from your home province that would be a different story.
