Hi guys.

I applied CEC last September and received AOR Feb 11, 2011.
But one thing, I really want to know is that is there any way to transfer my files to my home country? (I have my file#)
because I already left canada due to family issue. so I am in home country now (one of my friend in Canada is waiting for immigration docs from Government) . I think I should take medical exam or other things in my country than Canada.

Please please let me know your answer

It does not matter that you left Canada, and you can do the medical anywhere you can find a Designated Medical provider - you can search the CIC website for one.

The bigger issue is, most files from your application date have been finalized. I would recommend sending a case-specific inquiry to CIC-Buffalo - your application has clearly exceeded normal processing times...

1. CIC won't transfer files anyway, except for program integrity.
2. The processing time is 10 months, the OP applied in Sept./10 that is only 6 months months ago. Well within the processing time frame.

And all CEC files are processed through Buffalo.
Nope they are not. If applicant has left Canada the application is processed at their local Visa office, Page 30 of the instructions.

Whoops, I must've misread the dates. PMM is right - so DON'T send a case-specific inquiry, sorry about that...

But as far as the processing goes, the OP 25 says:
"All applications for permanent residence under the CEC are processed at the visa office in Buffalo regardless of where the application was submitted."

see pp 11-12, Section 8.2 Putting an application into process...

Yes, they are all processed in Buffalo per jes_ON's reply. Page 30 just has to do with where you can send it if you are not in Canada at the time of application. The receiving visa office will send it to Buffalo.
