Eligible for CEC, why is the ITA for FSW?

My wife was determined eligible for both CEC and FSW. She has nearly 5 years experience in Canada under NOC B and a Diploma from a Canadian University. She has no experience or post graduate degrees from outside Canada. She has a valid Work Permit based on an LMO (although it is soon to expire).

Why would she be invited to apply under Federal skilled Worker and not under CEC which is what we were expecting? Also, what difference will this make for her application?

Did she provide funds in her application?

I noticed you have to submit $0 as POF to get a CEC ITA?

Others should weigh in, it's just an observation.

She did not. I don't remember the actual line of questions around proof of funds in the EE application and if she in fact put $0 but I do know we did not give a $ figure of any other amount. Maybe it's possible that the question was just a yes or no question along the lines of "do you have the required proof of funds?" and she said yes. We can't seem to view the application submitted anymore since the ITA was sent.

Still unsure on this, and what it will actually mean for her.

Hello my friend,

Same thing happened to my friend, after 10 days they sent email to him that , they are cancelling FSw and confirmed CEC.

You may write an email , they will fix it, this is a bug.. bug in thier system.

I suspect that they're trying to fill the FSW quota first and then the CEC. That way they fill the quota and take in fewer new immigrants. It's an election year after all so appeasing voters is important.

Oh that is interesting...

Did your friend contact CIC first to ask why or did they change it without prompt?

As far as I know, everyone - including me - deemed eligible for both programs was sent an FSW application. Only those who qualified only for CEC (in truth or by design) got CEC applications.

First of all, why do you want to? And then - decline your invitation. Once that's done, modify your funds to 0, don't claim any foreign work experience, etc. You have to get your FSW points under 67. But I don't understand why you want to. The big differences I saw were that I had to document funds - but CEC applicants are saying they are now being asked to do that as well - and I had to get references from previous employers, not just Canadian ones. To me, that was a lot smaller problem than hoping I'd get picked again from the pool as a CEC applicant.

I'm not saying I want to, I haven't received an ITA and I haven't submitted my EE profile yet (waiting for CELPIP scores).

I have one year paid internship back home, but I can't get proof it was paid or a "letter of employment". 6 years work in canada tho. and I'm getting zero points for those years I don't know why..

I'm just wondering if it will count at all..

Ya, not sure anyone said they wanted to, we're just trying to understand it better. From everything I read on the CIC website it sounded like CEC fits my wife exactly, as 100% of her work experience and post grad education are in Canada and she's currently working in Canada on an LMO based WP. It was surprising to me then that she was invited to apply under FSW and I am just curious what difference does that make.

It sounds though from what you are saying that there is not a lot of difference anymore under EE? I think from what I have read is that CEC was preferred prior to 2015 as it was less paperwork and faster. But am I right to understand that now under EE they are very similar? Possibly only the proof of funds and proof of previous employment being the only difference?

Exactly. It's more work, but the old fear that your NOC would fill up is gone, and it's just as fast as (if not faster than) CEC.
