Have you read the program descriptions? They both lead to PR.

One is for work experience done in Canada.

The other is for work experience outside of Canada.

You'll notice the qualifications for CEC are relatively easier than FSW because since one has already has Canadian work experience, it's assumed you'd adapt to the Canadian labour market more easily.
