Eligibility for PR based on Open Work Permit

Hello

I have an open work permit based on spousal temporary closed work permit
Myself and my spouse both belong to NOC-2173 of Skill set workers
Am I eligible to apply as primary applicant for Canadian PR while we are in Canada ?
Do I need to have a job offer(based on skill set NOC 2173 with open work permit) before applying for PR ?

Are you asking about the FSW program? If so, then it's most likely too late to apply under NOC 2173 without a job offer. CIC is only accepting 1,000 applications under this NOC without a job offer and this cap will most likely be reached with August applications. You may still have a small chance, but you would have to get your complete application in this week (including IELTS results, education assessment, etc.).

Otherwise if you want to apply with a job offer, your employer will need to obtain an approved LMIA for you to qualify.
